Tina E. Sinnen

Clerk of the Circuit Court

Tina Esguerra Sinnen was first hired as a Deputy Clerk in the Virginia Beach Circuit Court in November, 1991, and has over 20 years of experience in the Clerk’s Office. Her Office is assigned many duties, over 800 duties, mandated by the Code of Virginia. Some of those duties include the recordation of land records, including deeds, deeds of trust, judgments, plats and military discharges, to name a few, the maintaining of the Trust Fund Order Book, the unclaimed property report to the state, probating of wills and estates, taking marriage license applications, hunting and fishing licenses, notary applications, administering oaths to qualifying ministers, elected officials, and others assigned to various city boards and committees. And on the court side, we handle felony criminal matters, the larger sized civil suits, name change, adoption, divorce, and everything that is appealed from the District Courts, just to name a few things.

Tina was appointed as the Chief Deputy Clerk of the Circuit Court Clerk’s Office in July, 2000, by the Clerk, Curtis Fruit. In May, 2003, Tina ran in a primary and became the Republican nominee for the Circuit Court Clerk of the City of Virginia Beach. And, in November 2003, she won a city-wide election as the Virginia Beach Circuit Court Clerk, the first minority female ever elected as a Constitutional Officer in the City of Virginia Beach. In 2011, she ran unopposed and was elected for a second term as the Circuit Court Clerk of the City of Virginia Beach.

Tina attended Old Dominion University with an academic focus on business administration and accounting. She graduated from Kellam High School in 1977 and lives in Heron Ridge with her husband, Matt, of 30 years. They have 5 boys, 2 of their boys have graduated from ODU, and their twins, Kurt and Samuel are juniors at Kellam High School. In 2006, she and her husband took custody of a boy, Turner, also 17 and a junior at Kellam. They are a very active baseball family, and very active in their community and have been for a number of years.
